In brief
The chain will be upgraded new dependencies to Polkadot 0.9.32 via a WASM file that has been running on the test network. It will be pushed to the main net after it has been stabilised, tested and memory leaks removed.

The rest of the document seems to be many bug fixes and slight changes of no concequence.

Just update with a new firmware file that will be provided to manual updaters and pushed to devices that have Auto-update enabled.
